Guyana Power & Light headquarters in Georgetown, where major management changes are planned to support infrastructure modernization

Guyana's state-owned power utility GPL is set for a significant management restructuring as part of ambitious expansion plans, Vice President Bharrat Jagdeo announced during a weekly press briefing at PPP headquarters. The overhaul comes as Guyana's power infrastructure undergoes massive modernization to support the nation's rapid economic growth.

Management Capabilities Under Scrutiny

Jagdeo expressed frustration with the current management's handling of power outages and their ability to lead GPL's transformation. "I don't think the current management can lead that process," he stated, emphasizing that amid Guyana's unprecedented economic expansion, more robust leadership is essential.

Ambitious Infrastructure Development

The modernization plan includes:

  • A 300-megawatt natural gas-fired power plant
  • Potential second 300-megawatt facility
  • Implementation of smart grid technology by 2030
  • Comprehensive transmission and distribution upgrades

Strategic Partnerships and Investment

The Dominican Republic-based InterEnergy Group has been selected to oversee the grid expansion project. Additionally, international contractors Power China and Kalpataru of India will handle the US$400 million transmission infrastructure development, demonstrating Guyana's commitment to modernizing its power sector.

"It would be stupid of us to put in all of this investment and not strengthen the management and the capability of GPL to manage the process," Jagdeo emphasized.

Recent Challenges

The announcement follows another power outage in Georgetown on Thursday, caused by severe lightning and heavy rainfall. While GPL technicians successfully restored power after identifying and isolating the problem, such incidents underscore the urgent need for infrastructure and management improvements.
